Why do some universal adhesives require a separate self- or dual-cure activator?

Most Universal Adhesives contain an excessive amount of water and remain acidic, even after solvent evaporation, and thus too acidic/ hydrophilic and permeable. They are not compatible with self-cure or dual-cure resin materials without a separate self-cure activator due to this acidity.
